Brief Description

  The federal Elementary and Secondary Education Act (ESEA/ESSA) requires districts and schools to have multi-tiered systems of support. This Guidebook describes a field-tested MTSS process that has been implemented in over a thousand schools across the country. . . and that corrects many of the flaws in the previous national RtI, MTSS, and PBIS frameworks.

   The Guidebook details both how to implement a comprehensive multi-tiered process in a school or district, and the importance of using a "Problem Solving--Consultation--Intervention" service delivery approach to address the needs of academically struggling or behaviorally challenging students. . . so that they receive the appropriate tiered services.
